Description: By default, when the Notes client provides information to an accessibility aid it will re-use the field's name as the field description if the description is blank. Likewise, it will use the field description as the field name if there is no field name. This behavior can be disabled by setting this .ini file variable to -1.
For usability purposes, it may be important for field name and field description to be distinct. In this case the application developer will need to provide HTML 'Titles' (field name) and field help (for field descriptions) explicitly.
